
Union Tower is the first phase of a broader redevelopment of National City Park Apartments, a 22.6-acre affordable housing community originally built in 1968 and home to hundreds of families, adults, and children. The project advances the Family Housing Corporation’s mission to provide long-term affordable housing and supportive services for low- to moderate-income residents, including families and veterans, while setting a new standard for performance, resilience, and sustainability.
Phase 1 delivers 94 units of family housing within a high-performance building designed to reduce environmental impact and long-term operating costs. A robust systems approach integrates on-site photovoltaic power generation, energy-efficient building envelopes, and comprehensive stormwater capture and reuse strategies. These sustainable infrastructure investments support resident health, lower utility burdens, and contribute to long-term community stability.
The project establishes a replicable model for reinvestment in legacy affordable housing that balances technical rigor with social equity to support current residents while strengthening the community for generations.
