21,000 SF Adaptive Re-Use City Hall with Leasable Spaces

Having outgrown its long-leased City Hall location, the City purchased a vacant office building to transform into its new civic headquarters. Originally designed as a call center, the building required comprehensive programming and space planning to accommodate the City’s diverse operational needs. Working closely with City staff, Practice developed a design that supported future growth while integrating community-serving functions and revenue-generating leasable spaces within the overall building.

The new City Hall achieved a balanced architectural expression, civic in presence without excess, while fully supporting its functional requirements. Public accessibility was enhanced by locating the council chambers on the ground floor for direct and intuitive access. Upgraded technology improved daily operations and ensured adaptability for future needs. Overall, the design fostered efficient workflows and collaboration, strengthening customer service and enhancing the functionality of City Hall.
